Sorry, my comment #3 was wrong and the original description is probably correct: this is coming from the front-end between the http server in the Launchpad environment.

As a workaround if you run 'bzr launchpad-login' or use a bzr+ssh url you will avoid the problem.

On our end, yes, it should just never flake out.
