Attachments in bug notification emails are just links

If someone adds, for example, a patch to a bug, it'd be nice to have it included with the bug notification that gets sent out. It's undesirable to have large attachments being sent out, so there should be a limit, preferable a per user setting, of the maximum size of attachments that get sent out with the bug notification.

This also probably should not happen for attachments of type image/*, video/*, or audio/*.

This would especially be useful for offline triaging of bzr bugs, now that crash reports are no longer printed to stdout but to a separate file.

Its plausible that what we have now is actually a better overall tradeoff when you consider how mutable bugs are with respect to security and so forth. OTOH the offline aspect is important too. Possibly a tool that does a rich sync and lets you triage with complete metadata rather than email would be useful and better than changing how attachments in mail notifications are handled.
