no way to control subscriptions for PPA uploads

Bug Description

PPA upload notifications are currently implicit: there is no way to control whether a notification is received. Some PPA users would like to have notifications sent to a list or some contact without upload access; other PPA users do not want to be notified of upload / build events in PPAs they have upload/admin access to.

The PPA team contact address controls communication with the team and is not a substitute for actual subscription facilities.

Is the bug description not enough? It's for -changes style mailing list
notifications.

Whats not clear to me is why just subscribing a mailing list team
isn't sufficient. Maybe thats not doable today, maybe the user
experience of doing that is poor (but if we fix that for all our 'list
of people' things at once it could be great).

This is what some people do but it's rather ugly (and grants upload/admin
permissions to another account which you need to be wary of). The clean
solution is to do it properly :)

Hang on, so *subscribing* someone to changes on the ppa grants upload/admin permissions?

No, granting them upload permissions automatically subscribes them.

So, is there anything wrong with just explicitly subscribing?

No, but it'd be nice to have code that does that :)

Ok, so I think this can be rephrased from 'should...to another email address' to 'no way to control subscription for PPA uploads' covering both the fact that folk cannot opt *out*, and others cannot opt *in*.

summary: - PPA uploads should be optionally notified to another email address
+ no way to control subscriptions for PPA uploads
