I would say that having sensible behaviour would be a blocker for deployment.

For the first cut sensible could very well be "merge proposals for source package
branches are not supported at this time". An OOPS wouldn't be *that* bad. Creating
a merge proposal that then couldn't be used would be bad in my opinion.
