I think Tim makes a good suggestion: if none of the problematic cases David highlights exist, then we should just delete the branch.

If the branch has data, or bug associations or anything like that, we can just say "sorry, this branch is used; please talk to an admin." It's not great, but it's a reasonable compromise that deals with many cases when people want to delete branches. And it's an incremental step towards a general solution, if that's what we decide to do.
