Currently product milestone seem to be somewhat special, since the UI
allows you to assign a product milestone several bugs at once.
Distributions also have milestone, but you can only assign them to one
bug at a time. I don't see a reason for this split up.

Also, why are milestones the only things you can assign to more than
one bug at once? Maybe we should allow mass editing of more properties,
like priority, assignee, and so on?
