I am a CSSE Student, and several dozen of my peers use Ubuntu. Many times we want to subscribe each other to bug reports on launchpad, but can't really keep track of who has an account. Since launchpad says we can't subscribe someone who doesn't have an account when we give it the email of someone who isn't registered, we normally just send the person a link to the report via email and everyone forgets about the report.
What I suggest is that we instead have launchpad send a single email to that address stating that *Person who did the signing up* wants them to take a look at the bug report, and give them the option of setting up an account and automatically being subscribed to the report.

Analysis
========
Inviting other users to use LP is an important facility but easily subject to abuse. Doing that without becoming a nuisance for folk - particularly for folk with multiple email addresses - would be a significant consideration in any design or implementation.
