Hard to discover how to close a support request

Bug Description
I had a hard time discovering how to close a support request, when it
was in an answered state. It took a while before I remembered that
if you unhide the comment box, a check box allowing you to close the
request appears.
The check box should be moved outside the collapsed comment box, and
"Post Comment" should be changed to "Save Changes". Also the text that
appears when you're not logged in, which tells you that you have to log
in in order to add a comment has to be changed, to not talk only about
comments.
