I think the expire-bugtasks.py script is ready to use. We need to announce our intent to the user and invite them to set their projects up to allow expiration. We run the script of staging to let users see what will happens. 18 months have passed since the failed release, and I'm sure projects are not using bug statues as we defined them. The first run is brutal because of the large backlog.
I'm indifferent to introducing a new status.
