Bug Description
The Bugzilla Launchpad API plugin provides a means for Launchpad to import bug reports from remote Bugzilla instances. Launchpad should do this for BugzillaLPPlugin bug trackers.
Bug #309644 and bug #309646 need to be fixed before this can be implemented.
