Bugs imported from upstream bug trackers should have a different UI from standard Launchpad bugs

Bug Description
If we import bugs from an upstream bug tracker, say using the Trac or Bugzilla plugins, we need to show in the UI that that bug has been imported so that it's clear that status and importance changes can't be made in Launchpad and that all comments will be synchronised for that bug.
The way we display imported comments may be a starting point for this.
