Add opensearch descriptions to launchpad searches

Bug Description
Launchpad should provide opensearch descriptions so that people can easily add LP to the list of search engines in their browser.
There are several already available at http://
I just created one for the main Launchpad search (ref #27834). There are also descriptions for Bug search, Ubuntu packages, etc.
To add to launchpad, just add the following in the <head> section:
