MPT's report from one of this bug's dupes:

1. Go to <https://edge.launchpad.net/~cprov/+archive/ppa>.
2. Scroll down so that "This repository is signed with the OpenPGP key 1024R/0DC0F66C Help on installing software from this PPA" is near the top of the viewport.
3. Click the help link.

What happens: The help pane appears partly off-screen.
What should happen: The help pane appears exactly in the middle of the viewport, and stays there regardless of the position of the rest of the page.
