Who/what is Launchpad Janitor? Some bug comments of his/her/its seem to indicate that it might be a bot. Don't the bug comments imply that it uses Launchpad?

If it doesn't use Launchpad, why does it have an account on Launchpad solely to declare that it does not use Launchpad?

Seems sort of like a page with lots of other text saying "this page intentionally left blank". :-)
