This phrase doesn't actually mean "we don't want to host wikis". This
comment (and many others) means: "before starting to think about the
implementation, we should carefully decide how the whole system will
work". The first step to do so is answering the question: why people
need a wiki? What can't they do currently, and what they'll be able to
achieve with a wiki? "An easy way to communicate information" is
something that's already available. So, either a wiki isn't needed
(wrong) or there's an another need to satisfy (correct). We should
however find what this need is.

Launchpad doesn't want to offer just a wiki, but rather a powerful,
complete and well-integrated wiki. Any software developed without a
clear aim risks to become totally unuseful and difficult to maintain.
