FAQs can't be grouped into categories

Bug Description

As far as I know, you can't group FAQs in Launchpad Answers (on the FAQs page). I think this would be nice functionality for projects with a lot of FAQs that fit into clear categories. For example, here's the list for Pidgin: https://developer.pidgin.im/wiki/FAQ

And within a group, it would be nice to be able to order FAQs yourself.
For example, I created a FAQ "How do I install X?". But it was the fifth faq I created. Now, I want to appear it on top as it is the most important faq in the list. If ordering myself is not feasible, maybe adding a property 'Frequency' (how many times was this question answered) could be used to show the relative importance of a FAQ.

As mentioned in bug 236556 it would be a nice first step to group FAQs by projects within a project group. This should be fairly easy to do, I think.

Being able to control FAQ categories, tags, and ordering would be extremely helpful to Ubuntu One and our customer support. Our list of Answers and FAQ items continues to grow and become less and less useful without ways to organize the information. Until this is addressed, we must start publishing this type of information on the Ubuntu wiki. I know we'll lose out on some discoverability through search and the connection with LP Bugs, but we will have more control to organize and present the information in better ways for our customers.
