Add ability to archive a merge proposal

Bug Description

It'd be nice to be able to archive a merge proposal.

The main reason for this is to retain the conversation that happens in an MP, or to keep the state of an MP for reference.

Currently, you have the option to change the status of a MP to either "Rejected" or "Merged". By doing so, the MP, along with its content and state, will remain accessible.

Should there be a scenario where you no longer wish to keep a MP, you can delete said MP.

Do these capabilities meet your requirements?

Do you need to have special permissions to set an MP to Rejected?

I'm looking at https://code.launchpad.net/~mitchdz/ubuntu/+source/multipath-tools/+git/multipath-tools/+merge/454916 and I can only choose the following 3 options:

* Work in progress
* Needs review
* Merged

That is correct, you would have to be a trusted reviewer to change it to Rejected (owner, member of the review team or a LP admin).

Note that an existing feature request exists for users to reject their own MP:
