The ~canonical-support-eng-maas (comment #1) does exist [1], but it's private (maybe that's why you could not find it?) -- I'm an indirect member of it via the ~se-sponsors team.

Interestingly, I _can_ access the Manage Permissions page [2] of the mentioned repo [3] without errors.
