archive is missing dsc index

Bug Description

Hello, I wanted to use apt-file -I dsc recently and found that Ubuntu's archive is missing the Contents-source files that the Debian repo has, compare:

http://ftp.debian.org/debian/dists/bookworm/main/
vs
http://archive.ubuntu.com/ubuntu/dists/kinetic

The Contents-source.gz file is missing.

I fear doing this is likely to involve a substantial rewrite. Debian generates its Contents files directly from the dak database, but Launchpad still uses apt-ftparchive to do this job, and I think (though I could be wrong) that apt-ftparchive only supports generating Contents files for binary packages.
