Bug Description
The end of each message sent to launchpad-users@ says:
------------
launchpad-users mailing list
<email address hidden>
Modify settings or unsubscribe at: https:/
------------
But recently many people have posted to launchpad-users@, in broken English, asking to be unsubscribed. This suggests that it's difficult, for people who don't have English as their first language, to find out how to unsubscribe.
I suggest this be improved in two ways.
* In the message footer, precede the unsubscription URL not with the words "Modify settings or unsubscribe at:", but with a line containing the words "To unsubscribe:" in English and in ~5 languages commonly understood by people who don't understand English well (e.g. Spanish, Portuguese, French, Arabic, Chinese).
* Rearrange <https:/
(See also bug 153472 and bug 197788, about reducing the number of people who subscribe to launchpad-users@ without wanting the result.)

Instead of displaying a web URL, it'd be better to show the unsubscribing mail address (any message sent to that address will trigger the unsubscription process):
To unsubscribe: mailto: launchpad- users-ubsubscri be@...
On the other hand, I wouldn't move the options/unsubscribe section on the footer to the head (it's the usual place were Mailman aware users will look for it). Add a new section (keeping the one on the footer) or making a reference to the mail address I mentioned above should do, IMHO.
