This might be the real source of our pain.

Reducing the size of the metadata would definitely be nice as downloading, storing, and parsing useless hashes over and over again feels very wasteful.

But the real pain in certification is that these are checked at all and maybe teaching apt to not check it would be easier than teaching launchpad to not generate it.
