Added the backlink, thanks for pointing out that I missed that.

The wording about "the future" is actually still valid. This new feature will allow a project owner to expire bugs, rather than the Launchpad Janitor. I tried to clean up the wording as best I could. Normally we wouldn't include items like this but there was another request it seems for this feature so we previously included it on the help wiki to let folks know it was not forgotten.
