Packages are not published to the right section

Bug Description
I've been puzzling over why using this source:
deb http://
to install the 'autoppa' package fails with a 'package missing or
obsoleted' message from apt-get. When I look in:
http://
I see that the relevant .deb's are in place. The debian/control file
in the .tar.gz file that has been uploaded specifies universe in the
Section field. After some chatter on #launchpad blueyed mentioned
that he installed it with a main source:
deb http://
which doesn't make sense since the package has, to my knowledge, never
specified main in the Section field. Further, looking at the .tar.gz
file for a package in:
http://
shows that the debian/control file there specifies universe in the
Section field.
So I have two questions:
1. Why did this package get published in the main section of the PPA?
2. Why is it not installable using a universe deb line?
Can this be fixed? A blog entry on the Launchpad Blog describing
AutoPPA points to the universe deb line (which worked at the time the
article was written) now has instructions that don't actually work.
I guess this is a dupe of bug #157561. It seems pretty odd for
packages to be auto-moved to main.
