Currently, if you are filing a bug on the web user interface, there's no way to indicate that the bug is private. Instead, you have to mark the bug as private after it has been filed. This is awkward because:
1. It means more clicking, page loading and so forth.
2. The bug is public for a small period of time.
Both the simple and complicated forms let you mark a bug as being a security vulnerability, but that's not the same thing.
