That's a completely different type of issue. You're implementing, I guess, so however you want to file it, but generically, I'd suggest that's a different bug. The debian/changelog is exactly what's needed from a developer perspective. If a user can't figure it out from the changelog entry, the rest of the bug, and the fact that's it's gone fix released, I don't know how much an additional comment is going to help.

So, I don't think it'd be particularly helpful. Additionally, I think automating it would likely be error prone and might make the situation worse.
