Right now, when you file a bug, you /can't/ Cc the maintainer at all. This means that people like me file a non-private bug *first* and then mark it private right after, to ensure that the maintainer actually gets the notification of the bug.
There should be an option to Cc the maintainer when filing a bug, and it should probably be turned on by default.
I for one can't think of a realistic use case for when you *wouldn't* want to Cc the maintainer when you're filing a bug for the first time in Malone, but there's probably one out there somewhere.
