Informational notes too intruding on the translate form

Bug Description
After taking care of bug 81681 and bug 83360, kiko complained in the review that the informational notes (such as "* represents a space character blah blah", and comments from developers to translators) could be better floated right.
Need to think about other issues such as multiple notes, and how will this end up looking with long messages and notes.

I don't think floating them right would look particularly good (especially on a wide screen, and/or if there were multiple notes for a string). But the vertical spacing could definitely be improved.
