"Used elsewhere:" and "Suggestions:" sections begin with a stray blank line

Bug Description

In the translation form, each group of suggestions (whether entered for that software in particular, or "used elsewhere") begins a row lower than it should.

For example, in <https://translations.launchpad.net/ubuntu/hoary/+source/evolution/+pots/evolution-2.2/be/+translate>, each "Used elsewhere:" label is on a line by itself, with the text used elsewhere in the next row. They should be in the same row.

We do it that way because 'Used elsewhere:' indicates the kind of suggestion, and it could be a list of different suggestions, not just one single entry.

So, two steps to fix this.
1. Instead of repeating "Coming from:" in a cell by itself for every suggestion, just say "from" at the start of the cell that gives the source.
2. When iterating through the suggestions:
   - if it's the first suggestion, output the right cells only
   - otherwise, output an entire table row.
