Launchpad create internal links for references imported with "Remote bug watches"

When a comments from an external bug tracking system is imported to launchpad
through "Remote bug watchers", references to other bugs in the external bug tracking system point to an internal launchpad bug.

Failure Example:
The Launchpad bug 1111610 is linked to the Wine bug with the number 12501:
http://bugs.winehq.org/show_bug.cgi?id=12501

A comment in the Wine bug number 12501 links to the Wine bug number 5351
See comment 6 in the launchpad bug 1111610:
http://bugs.launchpad.net/ubuntu/+source/wine1.4/+bug/1111610/comments/6

Launchpad redirects this Wine bug link to the Launchpad bug with the same number: https://bugs.launchpad.net/bugs/5351

Expected Result:
A bug reference imported by a "Remote bug watcher" must point to the external bug tracking system.
