I agree that this increases chatter in a media which is not really meant
as a discussion form.
But is launchpad supposed to be a bug tracker for a high-profile
end-user project such as Ubuntu or a generic one which one can use for
any kind of projects?

Not all projects tracked by Malone are going to get input from
end-users, some of them are very technical and specfic where a reply
interface would make sense. Bazaar comes into my mind, there are many
others.
