"Upload files" dialogues for template and translation differ

The "Upload files" dialogues for the template and a specific translation differ, while they (imo) should not.

Here I have for the translation the possibility to tell Launchpad whether this is a "User upload" or a "Published upload".
Given the fact that I probably want to upload several files after publishing a new version of my software, I would like to upload a tarball with them all included, but as a "published upload".
As I am at it: Where is the exact difference between "User" and "Published" described? How does that setting affect importing of the translation?

When you upload a tarball as a maintainer, it's uploaded as 'published' (now termed 'imported'). User uploads are available only to translators, and 'published/ imported' uploads are available to them as a workaround and will be dumped soon.
