Builders stuck when downloading lots of build-deps

Bug Description

Suddenly many builders started to get stuck when downloading build-dep candidates from ftpmaster.internal.

The buildlog tail halts at:

Get:345 http://ftpmaster.internal jaunty/main liblircclient-dev 0.8.4a-0ubuntu5 [79.6kB]
Get:346 http://ftpmaster.internal jaunty/main libwebkit-dev 1.0.1-4 [33.9kB]

and stays like that for days.

Accidentally (or not) only PPA builders got in that state, official builders are doing fine.

After a manual reset (cesium ssh trigger) they start working again for some period.

Ugh. Apt bug. The reason it's not happening on the primary buildds is because they're primarily building karmic, where it's fixed, while PPA is constantly building older releases, where it's not.

Michael, what are the odds of getting the fix backported to all our supported suites and uploaded to -proposed, and I can toss it in all the buildd chroots?

I'd prefer to defer the question of -proposed to Michael. From the surrounding comments it looks as if this fix also regresses debtorrent?

APT has been updated in all the chroots with the fixed versions (thanks for providing them, Colin), and non-virtual builds for all architectures are at:

As for the updates question, unless I go pinning them (which I can do later), we probably want this fix (with the accompanying option to make it configurable, for debtorrent) backported, so we don't get surprise upgrades to a non-fixed version if we get a new apt in updates/security.
