This issue should no longer occur as the ceph-mon cluster will not provide keys until a minimal set of viable OSD's have been booted into the cluster which ensures the radosgw process can write to the pools that have been created at the point of first configuration.

ceph-deploy can deploy versions of Ceph newer than Nautilus?
