This bug is not only those specific backports; it's about a Kubuntu policy.
These packages must be maintained and backported following Kubuntu Stable and Kubuntu Backports policies, not Ubuntu's. That means: akonadi, strigi and soprano must be upgraded, if necessary, when KDE is upgraded in Kubuntu Stable and Kubuntu Backports. The upgrade is, in fact, vital for the success of Kubuntu Backports.
