Eoan will ship with Plasma 5.16. 5.17.0 simply comes too late in the release cycle at 2 days before final Eoan release, and we would never ship with a .0 release even if it was possible.

I will look into including the new phonon in any new backports/beta PPA builds where there is Plasma 5.17.
