OK, I think I understood why this bug is not getting any attention: I should verify with some more experienced Ubuntu developers, but AFAIU the Ubuntu package is a straight import from Debian. I believe that this file conflict does not occur in Debian because the account-plugins package does not exist there, so the problem was never detected there.
I'll talk with some more experienced packager and hopefully find a solution to this soon.
