Confirming this bug on Kubuntu 13.10 with KDE 4.11.5:
* there's nothing in "camera:" when I run Dolphin under my normal user,
* the files are shown when I run Dolphin with sudo.
Another observation: if I open "camera:" in Dolphin with root, close it and *then* open again under my normal user - everything is okay. So, once "camera:" was opened under root something changed in system (udev?) for current session.
File permissions for USB device look fine (the same as in comments above).
