An update on this, we found a workaround for now to get around this bug with what was described in

Our best guess right now is that there's a race on when the file is copied and pebble starting the service before the file is there.
The above workaround restarts pebble and the file is there so everything succeeds. But we'll look in parallel to confirm this assumption and fix the bug once and for all.
