Comment 3 for bug 1668059

I find a way to solve the issue,
1.remove the docker image with "docker rmi "

2.rebuild the image with kolla-build

3.run the deploy command.

but I don't know the root cause.

Moreover,after apply above method, the error appeared on other images again.
