Thanks for clarifying Steve. I'm putting a patch together with a 'proper' fix for this issue, using the ironic-inspector user and rebasing the ironic-inspector image directly onto openstack-base from ironic-base: https://review.openstack.org/441605. Preliminary testing looks promising.

I'll submit those two cherry pick commits to stable/newton for review.
