This is effecting the stable/Mitaka branch as of this morning, 4-15-2016.

There are multiple accounts of this being related to outdated AUFS and effects a lot of RedHat based distros, Centos and Amazon for sure. You can see a pretty extensive discussion here https://github.com/docker/hub-feedback/issues/461 with mutiple links to additional issues that are similar or due to the same underlying issue.

One proposed workaround is installing a dummy libcap but it's not a Docker provided package
