Kolla-Kubernetes has the "CANAL" network, which is now only supported on AArch64.

I'm working on enable Kolla-Kubernetes on AArch64, do we consider add more other container network now?
E.g: Flannel/Weave

Which is supported both on X86_64 and AArch64.

Now the Kolla-Kubernetes use cannal network, which is used to deploy OpenStack and in the unit tests. Now the UT in AArch64 failed.
