Bug Description

Using Train (and Kayobe).

It appears that running kayobe overcloud service configuration generate on nodes running Manila services (but not in controllers or compute groups) results in errors about a non-existent directory for openvswitch configuration.

Manila - adjust logic for Open vSwitch configuration generation

    Work was done to selectively enable Open vSwitch deployment for Manila
    services as bug #1884939. However this did not appear to catch all
    cases. This patch adds a couple more.
