Bug Description

manila-share service can run in one of two modes, with or without handling of share servers. Share servers export file shares via share networks. When share servers are not used, the networking requirements are handled outside of Manila.

Currently kolla-ansible enforces deployment of neutron-openvswitch-agent and openvswitch containers alongside manila-share - which should be optional, since the only backend using share servers is th generic backend - which is not production grade.

    with manila generic backend - which uses ovs-vsctl functionality
