When using Prometheus as metrics database for Ceilometer, it is possible to configure different options in the Prometheus pushgateway URL, like time_out, max_retries, batch and verify_ssl.
Presently these options can not be configured alongside the rest of kolla-ansible's configuration. An easy and generic way of setting this configurations is needed.
