I set it to 'low' as it does not affect the stability (it's only cosmetic).
I triaged this because it affected me as well when doing Stein->Train.
The Cinder bug was closed because there are multiple reasons to this situation and the Cinder team seemed not to care at the moment. :-) (Well, if it does not do any wrong... ;-) )
I wonder if it's not something in Cinder that is racy about this creation. Honestly, if they want/need it unique, they should put that constraint in place...
