I tested this briefly and have a little more data to add.

The following procedure is successful:
1. Create cinder volume
2. Snapshot cinder volume
3. Create cinder backup of volume
4. Restore cinder backup

However, when getting nova involved things seem to break:
1. Create instance with cinder volume
2. Snapshot instance
3. Create cinder backup of volume (successful)
4. Restore cinder backup (failure)
