Copy-paste schematic+board layout

Eeschema now have the copy-paste feature through <Ctrl>+c / <Ctrl>+v that still new some refinement lp:1827915.

If this refinement should be possible go to next step and allow to copy a schematic+layout, with it's:
- symbol and schematic
- layout with track, vias and so on
- NET
- rules that have it's selector (https://docs.google.com/document/d/1qvCH9aHwCzp5qtKTna4jJXuloNU0b96gAxAHSKPuXpU/edit#)

I idea is use <Ctrl>+<Shift>+c / <Ctrl>+<Shift>+v to copy / paste a schematic portion with its correspondent layout and components above.

This will improve the usability of other layout by the designers.

Because this feature will be acessible in Eeschema execution time, where is possible to select the place to paste the schematic:
1) The layout portion can by just placed in a palce out of the border (square area used by the correspondent already place components);
2) The NET and components IDs of Eschema+Pcbnew have to be updated to keep the NET links.

This is non-trivial so most likely wont happen any time soon but it's something that we will implement at some point.

This could be kind of related to design blocks as suggested in https://bugs.launchpad.net/kicad/+bug/1797683 (iteration 0 only requests schematic support but could be extended to schematic plus pcb and be used kind of hidden to implement copy paste of schematic plus layout)
