I think the current priority is correct. Selecting something is a more deliberate action, so should take priority over "cursor hover over item". What about people who select to delete, but their mouse may wander whilst they look for the delete key on the keyboard? This was discussed recently on the mailing list [1] in a different context.

When using a popular M-CAD tool, after doing something its standard to mash the Escape key 2-3 times to make sure everything is deselected before carrying out the next task. Maybe this workflow is inefficient, but it is standard behaviour across most graphical software.
