Shift + letter works fine.
Menus show accelerator keys, not shortcuts.
Accelerator keys activate the corresponding tool and are equivalent to click on the sub-menu.
Shortcuts have a different behavior.
For instance Shift+W activate the Place wire tool.
W starts a wire at the cursor location, and this action cannot made when clicking on the sub-menu, because the cursor location cannot be used as start point.
